Peter Thoshinsky: “Warrant Arrest, Firearms Possession, Tenderloin, San Francisco” The answer as to why is the man in two sets of handcuffs: The officers spotted a man wanted for carrying a gun. The cops managed to step out from around a street corner and surprise the suspect. In their haste to control the suspect’s hands each officer slapped a set of cuffs on a wrist simultaneously.
